PAM contributes to the 22nd Session of the Committee of Experts on Public Administration at the UN Economic and Social Council

New York (USA), March 27-31, 2023 – The Committee of Experts on Public Administration (CEPA) of the UN Economic and Social Council (ECOSOC), held its twenty-second Session from 27 to 31 March 2023, under the overall theme of “Urgently transforming institutions for a greener, more inclusive and more resilient world at a time of multiple crises”.

Hon. Krapović (Montenegro) represented PAM and intervened on the application of the UN principles of effective governance for sustainable development for the achievement of the Sustainable Development Goals (SDGs).

The Panel included interventions by senior experts, such as Ms. Najat Zarrouk, Director of the African Local Government and United Cities of Africa, and Prof. Rolf Alter from the Hertie School of Berlin, among others.

In his address, Hon. Krapović recalled the need of urgently transforming global institutions for a more resilient, inclusive and greener global system by adopting a “whole-of-government” approach. Moreover, he emphasized the importance of fostering citizens’ participation in the decision-making processes at all levels, while reminding that multi-stakeholder fora are an essential tool for the implementation of an effective and accountable governance.

Hon. Krapović also recalled that PAM recently organized its first “Euro-Mediterranean and Gulf Economic Forum”, which adopted a number of key recommendations on main socio-economic and climate-related challenges in the regions, including on the crucial sectors such as Energy, Food Security and Tourism.

The CEPA Meeting delivered eight sets of recommendations for responding quickly and effectively to crises and to foster sustainable development. These include, among the most relevant ones, the empowerment of local governments, the upgrade of risk management and its integration into SDGs-related coordination mechanisms.

As a Permanent Observer to the UN General Assembly, PAM will continue to participate in all the CEPA meetings and to promote their outcome on accountable and effective governance.//
