New York (USA), April 6, 2022 – The Committee of Experts on Public Administration (CEPA), a full-fledged committee of the UN Economic and Social Council (ECOSOC), held its twenty-first Session from 4 to 8 April 2022, under the overall theme of “Transforming institutions and governance to build forward better towards 2030.”

Senator Kovács (Romania) represented PAM and she addressed the Panel on “Transforming institutions and governance to build forward better towards 2030”. The interventions included senior experts, such as Ms. Alina Tatarenko, from the Council of Europe, Mr. Alexander Mejia, Director at the UN Institute for Training and Research and Mr. Vital do Rêgo Filho, from the Brazilian Supreme Court of Auditors, among others.

Sen. Kovács highlighted PAM’s position against the Russian invasion of Ukraine, and, in addition to the human tragedy, the severe repercussions on the global food security and the devastating consequences of the Russian aggression on international economic system’s stability. Successively, she presented an overview of the ways in which parliamentary diplomacy can contribute to creating more resilient regional and international institutions in the fight against the COVID Pandemic and the Climate Emergency.

“We need an unprecedented effort from our institutions to avert the catastrophic consequences of Climate Change”, she stated. “As PAM, we have always been involved in designing a global legal framework to combat Climate Change, since the COP15 in Copenhagen. This year PAM will organize a dedicated international event to support the parliamentary dimension of the COP27, to be held in Egypt”. In addition, she recalled PAM’s efforts to establish a “Mediterranean and Gulf Economic Community for Renewable Energy”, to ensure that our regions undertake a rapid energy transition. To build strong institutions, we need solid legislations” and “fostering international parliamentary cooperation will be key to create a solid network of partnerships to exchange best legislative and regulatory practices”.//
